hello i want to know if anyone knows how to assemble the hardware for a pico console. from there i know how to do the software. i am on a budget of $200. can anyone help me.

If you mean a console that connects to a television, get a Raspberry Pi kit. Of course Pico-8 is available for Windows and mac OS, so any "media center" PC or Mac Mini would also work as a TV Pico-8 game console. Raspberry Pi is the least expensive option. See Adafruit and Amazon for many kits that include an appropriate power supply and SD card, and add an HDMI cable, USB game controller, and USB keyboard+trackpad.

If by "console" you mean a handheld, look for dozens of previous posts on this message board on the subject, including this recent summary thread: https://www.lexaloffle.com/bbs/?tid=31603 Several off-the-shelf handhelds or handheld game machine kits run Pico-8, including some that are Raspberry Pi based. This is more difficult on the $200 budget though, but you can come close.

I made a pico-8 home console. it was just a raspberry pi with the games I want to be loaded onto it. I decorated it to look like an old home console and bought NES USB controllers and painted them. It was basically the price of the kit, controllers, and Pico-8 (if you haven't bought it yet) and any accessories. if you want a handheld you will need to get a raspberry pi and do a bit of code but price wise it's not much more expensive. There's tutorials online on how to do this stuff.
