I am not sure about the link you posted in the description to outline-party. For me it always shows a random outline party, and not the 2019-version.
Maybe you look up the link again. This worked for me: https://www.pouet.net/party.php?which=652&when=2019
@jobe: The dithering uses 16 4x4 patterns of an ordered bayer matrix to create additional steps in between neighbouring colors of a linear color gradient.
The fractional bits (0x.f) of the shading value determine which pattern to use.
The integer part (0xf.0) tells the gradient index.
